Chapter 3 HOW THE STATE GOVERNMENT WORKS



Who Is An Mla

In a democracy, the government functions at various levels, including the state level. Members of the Legislative Assembly (MLAs) are representatives elected by the people from different constituencies within a state. These MLAs belong to various political parties. A political party that wins more than half of the constituencies forms the ruling party, and its leader becomes the Chief Minister. Other elected representatives form the opposition. The Governor, appointed by the Central Government, oversees the state government's adherence to constitutional rules. MLAs gather in the Legislative Assembly to debate issues, ask questions, and suggest actions for the government. If no single party has a majority, a group of parties can form a coalition government.



A Debate In The Legislative Assembly

The Legislative Assembly is a platform where MLAs discuss critical issues facing the state. In the Patalpuram example, MLAs from different parties debated the health crisis, specifically the deaths due to diarrhoea and the poor condition of government hospitals. Some MLAs highlighted the government's perceived inaction, demanding immediate measures and blaming the health minister. Others defended the government's actions, stating that steps like distributing ORS packets and supplying water tankers were being taken. The debate also touched upon sanitation issues and the need for proper medical staff. Such discussions are crucial in a democracy as they hold the government accountable and allow for diverse perspectives and solutions to be presented. The health minister is expected to respond to these concerns and assure the Assembly of the government's actions.



Working Of The Government

The Chief Minister and other ministers lead various government departments (ministries) responsible for running the state. Their decisions and actions are subject to scrutiny and approval by the Legislative Assembly members. Newspapers and media play a role in informing the public about government activities and prompting action. The health minister, for instance, might hold a press conference to explain the steps being taken to address a health crisis, facing questions from reporters. The government might also enact new laws concerning sanitation and health facilities, such as making toilet provision compulsory or appointing health workers in villages, which are then implemented by the relevant departments. Ultimately, in a democracy, the people hold the primary authority as they elect their representatives.



A Wallpaper Project

A wallpaper project is an interactive classroom activity used for researching and presenting information on specific topics. It involves dividing the class into groups, selecting and collecting relevant material (written or visual), discussing the issue, and finalizing the layout for a wallpaper. Each group then presents their work to the class, followed by a feedback session to improve future projects. This activity encourages research, collaboration, critical thinking, and presentation skills, allowing students to explore various aspects of government work, such as education programs, law and order issues, or schemes like the midday meal.
